Senior Analyst - IT

Responsibilities and Activities

Analysis

  • Analyze existing business processes (as-is) and define target processes (to-be) within the BALI program
  • Receive, analyze, and challenge business analyses provided by business stakeholders
  • Identify and formalize explicit and implicit functional requirements
  • Describe processes and business rules using:
    • process diagrams
    • functional schemas
    • functional data models
  • Ensure compliance with methodological and documentation standards
  • Participate in the functional design of solutions in collaboration with:
    • analysts
    • IT architects
    • development teams
  • Obtain formal validation of analyses from business stakeholders
  • Estimate functional workload with developers and contribute to project planning

Interface

  • Translate business needs into clear, actionable functional specifications
  • Draft:
    • use cases & user stories
    • detailed business rules
    • nominal, alternative, and error scenarios
    • clear functional specifications
  • Keep documentation up to date
  • Actively participate in system and integration testing phases
  • Work closely with developers (Java / RPG) to:
    • clarify requirements
    • ensure technical feasibility
    • adjust solutions when necessary
  • Integrate technical, application, and regulatory constraints
  • Act as an advisor and support prioritization among stakeholders

Coordinator / Supervisor

  • Verify compliance of developments with validated specifications
  • Participate in incident management and impact analysis
  • Contribute to functional and user documentation
  • Ensure coordination with business and IT application managers
  • Provide regular reporting to the IT Director and Program Manager

Special Conditions

  • Close collaboration with the Unemployment Service
  • Participation in long-term strategic projects
  • Environment combining legacy systems and new technologies

Profile Sought

  • Higher education in IT or equivalent
  • Proven senior-level experience (minimum 8-10 years) in functional and/or business analysis
  • Expertise in designing and developing scalable, distributed products/services
  • Autonomous, customer-oriented, and able to propose creative solutions
  • Strong sense of quality, team spirit, and initiative
  • Knowledge of the unemployment domain is an asset
  • Preferably Dutch-speaking (native level) with a good knowledge of French
