Service description:

Achieving carbon neutrality for Belgian society requires a far-reaching electrification of current energy consumption. However, given the long lead times of project realization and the large number of connection requests, available capacity in the short term is becoming scarce.

In this context, the question arises whether the current first-come, first-served framework is suitable to manage this situation.

This situation has already occurred in other countries, such as the UK and the Netherlands, where different approaches have been developed.

In collaboration with regulators and authorities, an analysis of the chosen approaches in the respective neighboring countries is to be carried out, in order to determine the most appropriate approach for Belgium. We are therefore looking for someone who can shape this strategic program: conduct internal and external interviews, facilitate internal and external workshops, and also establish the necessary governance structures-both internally and externally-followed by the development of a concrete implementation plan (internal & external).

More specifically, we are looking to answer the following strategic questions:

- Can a relevant societal prioritization of grid users be developed for Belgium (what about Flanders/Wallonia/Brussels)?

- What is the appropriate governance model: Should we aim for a centralized model (with identical priorities for all of Belgium), a more decentralized model (different choices in Flanders vs Wallonia vs Brussels), or something in between (e.g., alignment at a certain level but room for local preferences)?

After developing an internal vision in the first phase, alignment with external parties will be required. The vision should then be translated into a practical proposal:

- Design of the processes

- Definition of roles and responsibilities

- Revision of the connection process

What are we looking for:

- EN/FR/NL

- Sufficient leadership to work with various governments and regulators and to arrive at pragmatic solutions/proposals-not only in the short term but also capable of developing a long-term vision

- Knowledge of the context and the Belgian energy sector

- Able to work autonomously

- Someone who gets "energy" from navigating complex cases with many stakeholders
